Delhi plans to phase out fossil-fuel vehicles with the New EV Policy 2.0; women may get up to ₹36,000 subsidy on e-scooters.
The Delhi government is set to launch its second electric vehicle policy (EV Policy 2.0), which will include major updates aimed at making the city cleaner and greener. The new policy comes with a discount of up to ₹36,000 for women purchasing electric two-wheelers.
This women-specific incentive aims to assist the first 10,000 women who have a valid driver’s license. The subsidy has a limit of ₹36,000 per vehicle and is calculated at ₹12,000 per kWh of battery capacity.
The Policy Is Valid till 2030
The new EV policy is valid until March 31, 2030. It is also in line with the central government’s PM E-DRIVE program, which promotes electric mobility throughout the country, and the policy proposal is ready for Cabinet approval. Once this policy is approved, it will formally replace the earlier version, which expired in March.
Incentives for two-wheelers and E-Autos
Delhi residents are eligible to get up to ₹30,000 for the purchase of electric two-wheelers in addition to the subsidy for women. The cost will be Rs. 10,000 per kWh of battery capacity. Scrapping your old petrol or diesel two-wheeler within 12 years will get you an additional ₹10,000.
The aim of the initiative is to provide subsidies of up to ₹45,000 for electric auto-rickshaws (L5M category) and an additional scrapping incentive of ₹20,000 for existing CNG vehicles. Notably, CNG autos that complete ten years of registration during the policy period must be replaced by e-autos. A one-time incentive of ₹1 lakh would be provided for such replacements, but no additional subsidies will be offered.
Support for Commercial Vehicles
The new strategy also favors electric goods carriers. Subsidies will also be available for e-three-wheeler goods vehicles (L5N) up to ₹45,000 and e-four-wheeler carriers (N1) up to ₹75,000. These incentives will apply to both individuals and commercial fleet operators. Only the vehicles that are priced at ₹4.5 lakh for L5N and ₹12.5 lakh for N1 will qualify.
To help reduce the pollution in the city, the new EV policy sets clear timeframes for the phase-out of petrol, diesel, and CNG vehicles. Starting August 15, 2024, no new CNG auto-rickshaws will be registered, and existing CNG auto licenses will not be renewed after that date. The registration for petrol, diesel, and CNG goods transporters will be discontinued on 15 August 2025. Then, from August 15, 2026, all fossil-fueled two-wheelers will be banned. To further reduce emissions, the program promotes the use of electric garbage carriers and buses, particularly in government and civic departments.
Emphasis on Awareness, Charging Network, and Jobs
Environment Minister Manjinder Singh Sirsa stated that the initiative seeks to create up to 20,000 jobs in the EV sector through training and new business opportunities. A robust charging network will be built across the city, as well as battery changing stations and recycling centers.
The government also plans to build a Delhi Clean Mobility Center to monitor the policy’s implementation. Educational institutions will help to establish skill training centers, and a public awareness campaign will be launched to encourage the transition to electric vehicles.
Delhi’s EV Policy 2.0 aims to have 95% of new vehicles sold as electric by 2027. By 2030, the administration hopes to have full coverage of charging infrastructure throughout the city. The initiatives undertaken under this policy will be funded by a dedicated State EV Fund, as well as green levies and the Air Ambience Fund. Once implemented, EV Policy 2.0 will play a critical role in transforming Delhi into a clean, electric-first city.
